The UK Marine Accident Investigation Branch (MAIB) has raised significant safety concerns regarding liveaboard diving operations in the Red Sea, Egypt. This follows three tragic incidents within the past 20 months involving UK citizens aboard Egyptian dive boats. These events have highlighted the critical importance of safety standards and vigilance for both operators and divers.
Recent Incidents
1. Carlton Queen – April 24, 2023
The Carlton Queen capsized, forcing all passengers and crew to abandon ship. Thankfully, everyone onboard was rescued without loss of life. However, the incident raised questions about vessel stability and emergency preparedness.
2. Hurricane – June 11, 2023
A fire broke out on the Hurricane, leading to the devastating loss of three UK nationals. This tragedy underscored the potential risks of onboard fires and the importance of robust fire prevention and response measures.
3. Sea Story – November 25, 2024
In the most catastrophic incident, the Sea Story capsized, resulting in up to 11 fatalities or missing persons, including two UK nationals. This tragedy has prompted urgent calls for comprehensive investigations into vessel safety standards. The MAIB statement incorrectly states the figure as 18 and we are seeking clarification.
Other Incidents
Whilst these 3 incidents are the ones cited in the MAIB announcement, there have been other Red Sea liveaboard incidents including Exocet, which struck a reef and sank in June 2024, Seaduction which sank in October 2024 and Nouran which caught fire and was lost in November 2024.
The MAIB Response
The MAIB has formally registered the UK as a Substantially Interested State in the Egyptian investigations under the International Maritime Organization’s Casualty Investigation Code. The Chief Inspector of Marine Accidents has written to the Egyptian Authority for Maritime Safety (EAMS), expressing serious concerns and requesting full participation in these investigations.

To address these alarming trends, the MAIB is preparing a safety bulletin aimed at divers planning Red Sea liveaboard holidays. This document will outline key safety considerations to evaluate before booking a trip, empowering divers with knowledge to make informed decisions.
